Comedian Lee Hyuk-jae (51) and novelist Kim Jin-myeong (67) have been added to the list of high-value tax delinquents.
The top individual tax delinquent is Lee Hyeon-seok (39), who has not paid approximately 210 billion won in taxes while operating an illegal online gambling business this year.
The National Tax Service announced on the 17th that it has released a list of these and other high-value and habitual tax delinquents on its website.
The list this time includes taxpayers who have been in arrears for more than 200 million won as of December 31 of last year and whose national tax delinquency is at least 200 million won.
There are 6,033 individuals (4.601 trillion won) and 3,633 corporations (2.1295 trillion won) newly added to the list this year. The total amount of tax delinquents is 6.1896 trillion won.
Among the celebrities, comedian Lee Hyuk-jae has been added to the list. Mr. Lee had a total of 8 unpaid taxes, including value-added tax, in 2021, amounting to 223 million won on his personal list. His occupation is an investor in the Christian Memorial Center Co., Ltd.
Novelist Kim Jin-myeong (67) was also found to have defaulted on 15 taxes, totaling 2.891 billion won, in 1 tax category, including comprehensive income tax in 2017.
He is a million-selling author who wrote the novel ‘The Rose of Sharon Has Blossomed’ in 1993.
Edward Kwon (Kwon Young-min, 53), who was also called the first-generation star chef, was also found to have defaulted on over 300 million won in taxes.
The individual with the highest amount of default was Lee Hyeon-seok (39, Bora-dong, Yongin-si), who operates an illegal online gambling business, with 213.6 billion won in default on comprehensive income tax, etc.
Following this were Kim Ki-young (47, Wonsam-myeon, Yongin-si), Jeong Seung-jae (52, Haenam-eup, Haenam-gun), and Jo Jeong-uk. The corporation with the largest amount of delinquent tax was ‘Giant Strong’, which operated a real estate rental business, with 44.4 billion won in delinquent corporate taxes, etc. The representative (Watanabe Yoichi) was also revealed.

The high-amount and habitual tax delinquents revealed this time are those who have not paid their delinquent taxes despite forced collections such as seizures and public auctions and administrative sanctions such as departure bans and provision of delinquent tax information.
New disclosures Among the subjects, those in arrears of 200 million won to 500 million won were the largest at 7,465 (77.2%, 2.2444 trillion won). Those in arrears of 10 billion won or more were 35 (0.4%, 1.4203 trillion won).
The National Tax Service is currently conducting searches of the actual residences of tax delinquents suspected of hiding assets, filing lawsuits to cancel fraudulent acts, and reporting tax delinquency evasion crimes.
Major cases include individual tax delinquents who bypassed third parties and hid stock transfer proceeds in a special related corporation.
There are also delinquent corporations that embezzled land transfer proceeds from their former representatives, and delinquent corporations that lent company funds to their representatives and special related corporations.
The National Tax Service is operating the ‘Hidden Assets Reporting Reward System’. A reward of up to 3 billion won will be paid to the reporter who contributed to collecting the overdue amount by reporting the hidden assets.
A National Tax Service official said, “We ask that those who know the hidden assets of the overdue taxpayers actively report them by referring to the list of high-value and habitual overdue taxpayers that has been released.”
